The power to compel federated entities remains at the federal Government level, and so accountability may be an issue in this regard. The INCB report also notes that any reform efforts should be taken in line with the treaty’s provisions, including those related to human rights protection and the prevention of drug abuse. Furthermore, individuals should not be discriminated against based on their race or nationality when enforcing drug laws.

Finally, the INCB recommends that more research needs to be done in order to gain a better understanding of the current international drug policy landscape, and that the information gathered should be used to inform effective reform efforts.

In conclusion, it is clear that there are still many issues surrounding international drug policy which need to be addressed in order for effective reform efforts to take place. There needs to be greater coordination between governments in order to legalize effectively.

Moreover, the INCB urges governments to ensure that drug laws are enforced fairly and that people are not discrmininated against based on their gender or sexual orientation.     The International Narcotics Control Board

    The International Narcotics Control Board (INCB) is an independent, quasi-judicial expert body established by the Single Convention on Narcotic Drugs of 1961 by merging two bodies: the Permanent Central Narcotics Board, created by the 1925 International Opium Convention; and the Drug Supervisory Body, created by the 1931 Convention for Limiting the Manufacture and Regulating the Distribution of Narcotic Drugs. INCB has 13 members, each elected by the Economic and Social Council for a period of five years. INCB members may be re-elected. Ten of the members are elected from a list of persons nominated by Governments. The remaining three members are elected from a list of persons nominated by the World Health Organization (WHO) for their medical, pharmacological or pharmaceutical experience. Members of the Board shall be persons who, by their expertise, competence, impartiality and disinterestedness, will command general confidence. Once they have been elected, INCB members serve impartially in their personal capacity, independently of Governments.

    Its Single Convention on Narcotic Drugs, 1961, Convention on Psychotropic Substances of 1971 and United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances are three worse UN treaties of all time and are completely useless and have achieved nothing but slow down of gobal research.

    The USA should in an ideal world ignore and leave the three treaties so that the whole rotten structure can come crashing down.

    The United Nations Commission on Narcotic Drugs & The International Narcotics Control Board (INCB) should be weaken and eventually disbanded, new systems must be made. THE INCB is very Opaque organisation that does everything it can to block drug reform including but not limited to safe injection rooms, cannabis decriminalized & legalization of Coca plant.

    Well, I think we can respond by saying that the UN is also breaking the UN Human Rights Act by enforcing the Convention. Just look at the Human Rights situation that has popped up in the Philippines, with President Duterte killing drug addicts without mercy. One of the Human Rights is a right to medicine, and another is a right to privacy. Both are broken by the law against Cannabis.

    My situation, with intractable epilepsy, is pretty horrific. Cannabis was a medicine for epilepsy before it was banned. It wouldn’t be so bad if the other medicines were better, but they’re not. Prescription medications for epilepsy caused gum disease. So doctors have caused gum disease in probably millions of people. Can they say, hey, I want to use cannabis? It’s also an anticonvulsant? It doesn’t cause gum disease? No, and in our culture, if you have a medical degree you’re like a god, you’re considered smarter.

    It was probably because Cannabis was a medicine for epilepsy discovered in India that it wasn’t taken seriously, going back to the racism of the whole issue and the colonialism behind it.

    But I have an above average IQ despite my brain problems, alright? I can see that the song by Johnny Cash "the man in black" was made because the American Penal system is an offense to human rights.

    And why?

    Because "just say no" to drugs is an attitude of extreme asceticism. Drugs are just sensory pleasure, they can’t necessarily entrance you and control you. I mean you have to balance your life between two extremes, extreme asceticism and extreme dependence on sensory pleasure, but drugs are not a sickness that causes hedonism.

    And putting people in prison because of a personal opinion, that’s insanity.

    So tell the UN that they are Javlar. Tell them that their whole association can be considered an evil colonialist and racist association if they consider this law integral. Javlar is a bad word in Swedish by the way. With more training maybe I could work at the UN as a translator.

    lol i bet they think Reefer Madness was true documentary movie too. on another note the DoC is saying that even with a medical cannabis card and you’re on probation you’re in violation cause a Dr. didn’t actually prescribe cannabis cause they let in some states the dispensary to prescribe the cannabis strain. this is just another stupid loop hole that needs filled. I hope someone could look into this deeper.
